When I was 16 I traveled in Austria with my family.
My father asks for a pint. I ask for a pint. My sister asks for half a pint. My mother asks for water. My father says "that would be 2 pint, 1 half-pint, 1 bottle of water".
The waiter says my sister can't drink and I can only drink half a pint.

Technically it does.
with you only being able to purchase soft alcohol at the age of 16, and then hard alcohol after 18.

you can get it, and is allowed to drink it, but you cant go into a store and buy it.
