No actual lower drinking age, as long as somebody who is old enough buys your booze for you, you could be drinking before you have your umbilical cord cut...
But the authorities seem to frown upon giving a bunch of kindergardeners a bottle of vodka and tell them to go nuts.

I can dig this. It allows the parents to introduce it as a non-taboo subject and gradually allows people to make good or bad decisions for themselves once it's no longer some secret coveted object

I don't remember my first sip of beer, but it was with my mother and it happened years before I was allowed to buy alcohol. So when time came and I could legally buy beer it was nothing new and I didn't rush out to drink myself senseless.

A friend of mine had an older brother who bought him beer when he asked for it, he was drinking every weekend by age 13 and his parents didn't care. When he was allowed to buy beer he went into full blown alcoholism, it got so bad that he had to go to rehab when he was 17.

Our alcohol laws are great, assuming the parents know what they are doing.
But it becomes a problem when parents don't give a **** if their kids are developing alcoholism before high school.

Exactly. My mom for ex is very ok with me drinking since I have proven myself to her to be a responsible adult, even though I am not of drinking age. At the same time, she is aware that I am in college and this stuff flows like water so she's always just giving the gentle reminders without being a pushover about anything. I figure if your kids can gain your trust as an adult, then it's ok to treat them as one

In Germany it's similar, but you can buy Beer, Wine, etc. in a bar if you are 16.
