Right click and go to "Properties".
A screen should come up. Select the "Shortcut" tab at the top. This tab includes an editable text line saying "Target: [Text Box]"
At the end of this text, you need to insert the word "-console"
with the -, without the ".
Your entire box should look like this:
Target: [ "D:\Program Files\SIERRA\Half-Life\hl.exe" -console -full ]
Then, open the game again using the shortcut. Hit the ~ or ` and the developer's console should appear.
Then:
Bring DOWN the console and enter “sv_cheats 1”.
Walk through walls: noclip
