It might also be for psychological impact. If you know you will probably be tortured during interrogation you might be more likely to spill what you know before they begin. Where the shot on the other hand, unless you have a phobia of needles, you could just force them to use it even if it's for no other reason than being obstinate. The downside to torture though, is that if the person being questioned doesn't have your information, they might tell you what you want to hear just to make it stop.

Well it might be more expensive.
Since with waterboarding all you'll need is a table, some water, and a towel.

I'm just saying, it takes time to break someone down with torture, especially tortures that don't leave lasting marks. So why not give them a shot and be finished in an hour instead of spending days or weeks screwing around with a guy that may genuinely not know anything about what his boss is planning?

When the objective is gathering information, the faster the better. Also, sodium penthonol is cheep.
