Only got a bare idea of acoustics, but I believe a decibel is how loud something is based on a logarithmic scale, so a negative decibel is similar to something multiplied by ten to the power of whatever, so a -9 decibel is sound reduced by a factor of 9.

Yup. A negative decibel measure would just indicate a relative sound intensity of between 0 and 1 W/m^2

What I BELIEVE it means, is that it dampens the noise of anything produced. Say you have a 20 dB sound. Because of the rooms dampening effect, you would hear it only as an 11 dB noise. I don't think it is ever possible to have a negative decibel level, but I could be wrong.

in easy to explain terms. it is more quiet that anything in nature can be on its own. If sitting in a normal room is 0 then this room is quieter than that.

We made up a scale to define how much louder one thing is than another... dialing that scale back we found 0 decibels... turns out our scale is slightly off since there is stuff quieter than 0 decibels, like this room. Imagine 0 degrees celcius being at 4 degrees, then true 0 is -4.

The decibel can mean several things in several contexts. Primarily, an expression of Zero db does not necessarily mean 'zero' signal amplitude. In fact, various standards assign a measurable signal strength equal to 0 db. 0 db is just a reference point to compare to other measurements.

Actually decibels are a log scale, and the log of anything less than 1 is a negative number.
So it isn't below zero, the actual sound rates between zero and 1 on a regular scale which once logged to give the value in decibels is negative
