Milk is actually an acid, since it has a pH around 6.7 and is composed of lactic acid. It dilutes the cleaning product, the fats can help to lessen the active chemicals in the cleaning supplies, and it can coat the stomach. A lot of cleaning products are bases themselves, so the whole "milk is a base" theory doesn't work out.
