I admit to dressing slutty on Halloween. I tend to like small clothes in general. Not because they look slutty, but I just hate being all covered up. I don't like the way it looks from a fashion standpoint. I don't dress like a whore either, but I admit it's pretty flashy stuff. Still, you don't see me walking around complaining that someone looked in my general direction.
Extreme feminists like to have their tits hanging out and then complain that someone glanced at them.

In our western society, you're free to dress however you want and nothing wrong with it most of the time. Often depends on time, place and setting. In the presence of small children, I think there's a certain line drawn. How slutty are we talking about lol? It's fashionable afterall and not every woman who dresses that way is seeking any sexual encounters, some just generally feel more confident. But however one dresses in a public setting, be prepared for the looks you may receive. It's basic hindsight that if you don't want people to look at that particular something, then don't show it off.

Well, not "whore" slutty either.
For example, I like crop tops and I like really short shorts, but I'll never wear both at the same time. If something is really "showy" I tend to pair it with something somewhat less out there. I pretty much never wear T-shirts and that sort of thing, there are few exceptions (like pretty turtlenecks and stuff~). And if the outfit still looks too "stripper" I'll put a jacket or something on.
