Electrician Here,
A water pipe next to the outlet probably burst, and since the wall is concrete, the water has just filled up behind it to the point of coming out the outlet

This is just a high end plug. You see, water conducts electricity more quickly and with less voltage drop than the more common copper, or aluminum wire.
