Oh my god, I totally got an idea for a super villain from this!
The Book Reaper (or Galactic Librarian or something) thirsts for knowledge, and thus power. She absorbs data by scanning it with her eyes or using her superpowered (or magical) book on a scythe to flip its pages over a source of information, capturing all that it has to yield on the book pages. This can be done on computers, books, other memory devices, and even humans by scanning their information--even their very consciousness--into her empty memory storing books. Because of this power of knowledge she knows every superheroes weaknesses, how to make any device whether good or doomsday-ish, how to rise to power, and then how to make nations--nay, worlds!--crumble. While she is physically frail, all of the reasons above make her formidable.
She could be a partner of Brainiac, or an enemy of his if he threatens her or if she decides to try to record his information for herself.
I even have a story for her: The Justice League attempts to stop her after she ventures to show the world the power of knowledge by first toppling Superman by using some kryptonite weaponry. None of the heroes can get close to her, but Batman hatches a plan: He and Luscious program a computer bug and install it into Cyborg. Cyborg enters and loses a battle with her purposely. She scans the information she can gain from him to learn everything he knows about superheroes and villains, but the worm (ha! the Book Worm!) enters her information and begins eating her information away, locking her away from her library's employment. While she crumbles under the weight of not being able to access her library, the Justice League incapacitates her and lock her library away in the Fortress of Solitude. Batman debugs and decrypts the library for the Justice League's own use. Everything is peaceful until Brainiac desires access to the universe's largest library...

So... is that once a year, all year, random times throughout the year, if it was more than once then why would it be specified as every year. When in the year?
