Yeah but you're going to look a hell of a lot more suspicious. Bike thieves are usually a little more low profile I would think.

also the seat looks like it has a lock on it meaning the wheel cant turn so stealing the bike is completely pointless

Seeing as it is a four code lock and every number can range between 0 and 9, there are 10x10x10x10 = 10.000 possibilities. I'm guessing that would take more than a day.
