It's impossible to lose fat on just the stomach, or any other particular area of the body.   
In order to get a flat stomach, you need to lower your overall body fat percentage.    
Training your abdominals will not burn the fat in this area, but it will greatly improve the muscle mass, which will improve the looks of your stomach when you've lost some overall fat. Maybe even give you a six-pack!    
There are many ways to do this, but I recommend the following steps:   
   
1. Eat less. Don't change  or cut your diet too much as this will incuriage your body to preserve some of your fat depots. Just cut away all unnecessary intakes, and eat healthy and balanced.   
   
2. Get exercise. Depending on how fast you want to get a flat stomach, moderate your exercise level after this. Take the stairs and ride your bike instead of taking the car. Go to the gym, do some lifting. If you're girl, don't worry - your not gonna look like Schwarzenegger! The more muscle you have, the more fat your body burns when exercising - hell, even when you relax! Just get some sweat on!   
   
3. Take good time. Results won't come quickly. You have to take good time, and look at this as a new way of life - not something you need to get done with just to get a better body. This will last the rest of your life so don't hurry!   
   
4. Get higher confidence. And work out even more as you can see your progress. Take pictures of yourself once a week. This will help to see your progress even better.
