When ice cream melts, the water separates from the rest of the ingredients. Because only the surface melts slightly, we don't notice it while we're eating it. When we put it in the freezer for a few days and take it back out, the water has refrozen into those satanic ice crystals.

You can see this especially well with Wendys Frostys. They have a higher water content from what i've seen.
