what, if I remember correctly they pass the block through a something-or-other-mabob to give it a massive static charge. The rod that's tapping on it is connected to ground, so when it makes a good electrical contact, the glass gets discharged, & that process produces a lichtenberg figure. The little flashes afterwards are little leftover pockets of static charge aren't evenly distributed so afterwards it tries to normalize itself to an evenly distributed state.
