In Foster's Home for Imaginary Friends they discovered Imaginary Friends don't age. At first this wasn't an issue, but as the decades went by it became a problem. It was more than just overcrowding, some children would imagine gigantic monsters, some imagined beings that were completely evil. Eventually the government had to step in, but it turned out to be far worse than they'd anticipated. Unable to stop them all, the monsters were rounded up onto an island which was then left abandoned, and after many years even the idea of bringing imaginary things to life was forgotten. However, some creatures including a cross-dressing devil lobster, a woman with hair made of snakes, and giant single-celled organisms made their way back to the nearest civilisation which happened to be a city named Townsville. Crime would run rampant in this city as monsters and evil masterminds made their way from the island to the city. One day a professor, in an attempt to fix the problem, harnessed the power of imagination into a chemical and used it to create 3 super-powered girls who could fight them back.

Chemical X is from the x chromosomes of the professors sex slaves in the basement. next to where his lab is.

Small flaw in what you said though, the PowerPuff Girls were made on accident. Mojo Jojo is the only reason the Chemical X got tossed into the mix.
