There were some better excuses in England (my favourite part of history was the development of travel in the UK).

1. They would be so terrifying pregnant ladies would miscarrage at the sight of one on the tracks.
2. The noise would cause milk to curdle in the cow's udders.

up until the 1800s people thought more than 40 miles an hour would break your neck. Horses were the fastest thing and they went at about 35 mph.
