Mmm I wonder what steel is composed of....

Steel is, as tittylovin pointed out, not magnetic. Only iron, cobalt and nickel are affected by conventional magnets.

Magneto's powers, however seem to have more to do with electromagnetic fields than conventional magnetism so I'd imagine manipulating steel would be no problem.

I'm gonna spell it out to you reaaal slowly. Steel.... is an alloy. It's composed of iron and carbon with stainless steel containing nickel and cobalt. So steel can certainly be magnetised.

All steel can be magnetised. And since magneto controls magnetic fields, he can easily magnetise the steel and still move it. Your argument is invalid.
