that's because Phoenix is dry.
it's humidity that kills you.

something as low as 90 degrees in a high humidity zone can feel like 130+

That's nice. I live near Seattle and it was 83 here a little while ago and everyone had to stay inside to avoid being set on fire like ants under a microscope

However, most of us who live here are waterproof, and are capable of surviving off of just the water moisture in the air and the coffee vapor given off by trees. We go into a form of stasis, where we wait decades for the sun (which is regarded as a myth) to poke through the clouds for as long as five seconds before hiding away for another 50 years. During this glorious moment, most people go blind. Those whose eyesight survive celebrate by drinking a gallon of coffee and watching their local sports teams lose again.
