There's still a luxury tax, you pay it when you buy luxury items.
(Everything except for medicine, drinks and food)

...well, here they only tax certain food and drink. For example pop will be taxed, but milk will not be.

Yes, but this is not a luxury tax.

It's like this: (in Holland)

Luxury: 21% tax
Essentials: 6% tax
Medicine: 0% tax

In the US, food and drink (i.e. Bread, meat, water.) is all taxed up to 8% of retail price depending on what part you live in.
