Batch is a high-level programming language. It doesn't matter if it's compiled or interpreted. A program is a sequence of instructions written to perform a task, and programming is the process of creating programs. Batch, Python, Perl, Ruby, and even Bash always was and always will be programming languages. So, once again:

There are no major differences between a script and compiled program. Compiled programs are effectively just scripts converted to a format that the computer can read faster with fewer resources. A script is effectively no different than any other source code, except that it's automatically "compiled" (or interpreted line-by-line) and executed when you double-click it. That's why you need to install Python, Perl, and Ruby before running their respective scripts, but you only need to install gcc to compile a C program, not to run it.
