22, the author name, is actually a thing done by publishers when the author's name will catch more attention then the book title. It pretty much means that author is a hardass of their genre and earned that big ass name. James Patterson will catch more attention than generic mystery with slight supernatural stuff. Source, my mom is an author.

The book one makes perfect sense; a lot of people have favorite Authors just as we have favorite video game franchises or movie directors.

You go into a library and see something called The Lost Stars, you have no idea what the writing style is like. If you are familiar with the author you know what the format of the story will be like and a sense of how it might play out. Just gives a sense of familiarity.

TL;DR Writers have their own style and some people prefer going for something familiar.

I've never met anyone who had as big of a deal with author to title ratios as myself.

It's so ******* conceited when authors do that.

Still nothing. It's not about the author's being conceited; it's about the plain fact that their names are more recognizable than their book covers. You're more likely to go "Oh, it's the new book by Terry Brooks. I liked Armageddon's Children, so I think I'll give this a look!" than you are to see a book titled, say, Jarka Ruus (another book by Brooks), and identify it with something you've previously read and enjoyed unless you were specifically out looking for that book.
