They do actually serve a function.
Like the FJ tags, only they go inside the tweet, or something.
Hell I don't know, I don't use the site, I just know that it isn't purely cultural.

G+ uses hashtags now.

It's a form of communicating the topic of the post. For instance when I posted something regarding G+'s new layout and said "I love the new design, but you really need to fix the fuzzy font rendering" - it added #complaints and #feedback. Now they'll have a much easier time finding out about it.

If I were to talk about a game I just played, I could hashtag the game's title, and the game devs would actually be able to see the post a lot easier by looking in the hashtag category.

It's popular because it's a good idea.
