It was indeed, and it is also a Democracy, hence Democratic republic. A Democracy is considered a form of government in which citizens have a voice, and are able to influence the changes in their nation, country. This is the case seeing as how we have elections for mayor/president. Should probably pay more attention to concept definitions in history class (or social studies), bro.
