The first episode their in actually introduced them as being incredibly competent, skilled members of a criminal organization. In fact, they were considered among the top-ranked members of Team Rocket in the Kanto region, if not the world. However, their hubris and inability to let go of a grudge was their downfall. One fluke loss at the hands of a snot-eating 10-year old, and they just couldn't move on. First they tried sensible plans, but he got the upperhand with new pokemon. Soon they lost it. They started investing all their money (leading to them not being able to afford food) in harebrained schemes, that, due to their being blinded by rage, became inept, futile attempts. Unfortunately, the two former veteran members of Team Rocket could not come to grips with this, and kept trying and trying until they were hollow shells of their former selves. Quite a sad story, really.

then later on they were brainwashed before their mission to Unova, retrained and given cutting-edge technology, for a brief period they excelled at their job, acting as shadow agents directly under giovanni, until giovanni himself suffered a similar loss at the hands of a ten-year old, coupled with legendary pokemon taking over his mind, after which Jesse and James relapsed into their old, broken selves, complete with a switch back to their original motto and uniform.

I'm not even sure if they were brainwashed. I think it's more likely that, given their "promotion," they no longer had to deal with Ash, and fell back in to competency. Think of it like rehab. Unfortunately, one more whiff of Ash, and they relapsed back into their old grudge, and, again, lost the ability to do their jobs.

they average 1 blast off per episode. Save for a special occasion when the blast off twice. But thats happened only 3-4 times in the 697 episodes that have been produced.

They've gone soaring into the ******* stratosphere over 700 times in the 16 years that Pokemon has been around.
