My personal favorite form of martial arts. I plan on taking it in the summer.

If you're not in any israeli security/militar/intelligence organization, you're just taking a poor rip off course from private business men.

Krav Maga is probably the most efficient martial art, since it isn't based on tradition it is just the best moves from whatever martial art that Mossad felt worked for every situation.
It is pretty ******** , since it teaches that if you are gonna end up in a fight you should finish it as quickly and with as little personal damage as possible.
Krav Maga also doesn't have an honor system to go with it it is pure keep yourself alive, with no regard for your opponent.

In fairness the skill of getting somewhere quickly is more useful in everyday life than the skill of kicking someone's ass.

Parkour doesn't have to be about running away.

Parkour is the art of getting from point A to point B in the fastest time possible, despite obstacles.

What would be the best style of fighting for someone who's short but has strong legs, is flexible, and has good balance?

If it's any martial artist I wouldn't want to fight, it would be someone who knows Krav Maga. Our TKD instructor was an ex-israeli military, and when sparring with him you could feel that he have killed people before with his hands.
He would sometimes teach us moves that could be of help, since I trained in the WTF group, he didn't care much about the traditional way of teaching TKD, but only ways of survival in combat.

TL:DR: KRAV MAGA is scary.

The only thing I don't like about Taekwondo or Capoeira is that they are very ineffective against any martial artist outside their style.

Yes they're both good for keeping fit and they both teach discipline, which is what the martial arts is intended to do, but they are very poor in terms of teaching you how to fight someone who follows a different style.

Taekwondo is strictly point fighting. They don't teach full contact whatsoever. That may have changed since I last practiced it, but I doubt it.

I've met a couple of people who practice capoeira and both of them also study Judo because they said themselves, "It's fun, but it's very impractical for self defense".

I greatly prefer the style of Kyokushin, but I'm not allowed to join a class for it because I'm too small.

It may be about running away, But it's the AWESOMEST ONE! I mean, if you want to test which art is the strongest, try dropping one each of those martial artists from a 15 foot ledge and see what happens.
