Well you see, it's like this. The potential... for far reaching... ramifications......... that such an incautious... ill considered and ...premature... disclosure might potentiate ...are unpredictably disingenuous... and as such... preclude my ability... to make, a meaningful comment, on such an inherently, volatile... subject, at the present time.

Yet imagining it in his voice gives me this incredible sense of calming...

I interpreted it as more of like... and anecdotal implying of the yes. Shows more character and personality than a simple, "Yup". In my personal opinion at least

He is answering it, he is saying they think whatever he does is uncool. That is why them getting the same tattoo as them is a deterrent.

He's not really avoiding the question, he is just being super-specific.

I should rephrase... He's not avoiding the question, but if you look at the question itself and his answer, he does not actually answer what was asked.

Answering questions indirectly is the very essence of political speaking.
Pic unrelated.

Person one: So are you going out this weekend?
Person two: I'm going to the bar on Friday -and Saturday night.

By your reasoning, person two is avoiding the question.

It's actually closer to "Are you going out this weekend?"
"I told my friends that we should go out this weekend."

The "yes" isn't actually there, but it could be. The same thing with the President's response. He doesn't actually say yes, he says he'll be getting family tattoos if one of his daughter's get one. That doesn't mean they don't think that's cool; hell, his daughters could have laughed their asses off at the comment, thinking he's one cool dad for joking around with them like that, whether he was serious or not. He doesn't say one way or the other, just gives a semi-related story that most people would assume "yes" from, but in fact it could easily be the exact opposite.

He's an extremely talented politician.

You raise a good point... People these days have flawed logic--This is truly one of the great problems plaguing our nation. As I have shown in past months, my logic is 47% less flawed than the other candidates' logic. If we stand together and fight these logical fallacies, America will be a greater, and stronger nation. I will not allow our country to fall prey to insurgents seeking to undermine our liberties. *sings the national anthem amidst roaring applause*
