the lands that were england, france, spain and portugal weren't germanic, like for example france was divided between the francs, wisigoths and ostrogoths, different from the people in northern regions.

Even so, the Romans usualy categorized Germanics, Franks, Celts, etc, as "Barbarians".
I'm not the author, but if I'm not entirely mistaken Germanic immigrants flooded the entire Roman empire when it collapsed (excluding Byzantium). So my guess is that it's the immigration it's trying to show.
