The added weight at the end of the shaft would make it much harder for the rake to do the twacking motion due to the significantly increased countermomentum. In fact, its much more likely you'd impale your foot on the teeth, than for the rakeshaft (and axe) to even touch your head.

It'd be much heavier than normal and maybe not able to rise fast enough if stood on, for it to actually hit the clown with out the clown realizing.
