No it's not.

There's just not as much information about it as there is in the USA, and the Government does not feel the need to interfere with private Matters. It isn't as strict as the USA.

there are hostels for women who have been beaten by there spouse in other countries to, I know for a fact that we have them in Britain, they are more of a safety measure than to make up for anything lacking in law.

Beating your wife in Russia, is still considered assault, and abuse, and is illegal. The police, however, do not interfere, in the same sense that they do not interfere with stopping discrimination.

Women are free to leave their husbands to crisis centers, and are given a place to stay.

In this, I see no issue. It's the woman's choice, she can leave or stay. Any form of assault, or murder, is illegal in Russia.

Waat. If you discriminate someone in front of the police in Germany they will arrest you and the guy/girl you discriminated can sue you. (This only counts for racism, discrimination of sexuality, or discrimination because of religion as far as I know)

How can you not see an issue when she will have absolutely nothing if she leaves, and has only a month to start her life over from scratch?

She (or he, let's not be one sided here, it works both ways) is not the one in the wrong, the victim should not be the one who have to leave, the abuser should be the one to suffer.

And also their are protests going on to have domestic violence recognised as a crime.

I'm an economist.
Ethics and morals are not my strong suit.

The one being abused can leave at any point they want, and are offered shelter, food, and a place to stay. That seems like enough for me.

Ofcourse this also goes into who owns the house, who has the money, and the like.

Honestly, if the one being abused doesn't have a job, that's their own personal problem. If the one being abused owns the house, then by all means, the abuser should leave, and the police will escort the person off the property.
