I'd think it would be illegal anywhere. You're taking money out of circulation. I doubt they enforce it for pennies, but if you cut up some hundreds you might have a problem.

That's true, but nobody really does anything, there's even machines everywhere that flatten coins and put a new print on them.

I don't know if it's still enforced here, but our queen is still alive and we still have the tower of London so I don't really care to find out.
