The problem is it's a concept, the technology to make it doesn't exist yet. So, if I had to factor in R&D into my guesstimate it'd be up in the billions, perhaps trillions.

Don't we all, 300,000 miles on one gram of Thorium. The closest we can get really is the hydrogen fuel cells in cars like the ones being produced by Hyundai, they get an estimated range of 370 miles to a cell and they're fuelled by Hydrogen. Hydrogen coming from salt water means it's a relatively easily attainable, clean, fuel source.

The only problem is how volatile Hydrogen is, it likes to explode, so not good for storage in petrol stations. What we need is to find a method of instant hydrolysis, so the petrol stations can store water and it gets converted when people need it. Even better is if they can refine it to being small enough to fit in the car, so the cars also only carry water, with only a minute amount of hydrogen in the engine to be combusted.

Nissan GTR'S are suprisingly cheap for what they are. You can one for 78k brand new or 85k with some sports pack. I don't know about modifying costs though.
