this is actually doing the guy a favor, "spend $500 on a vasectomy then use the other 3 grand to party in vegas for a week or two, no regrets, no kids, just freeze a few samples for when you settle down... or adopt"

In the UK, that wouldn't mean shit. It is a purpose trust, as in Re Sanderson's Trust, with an identifiable beneficiary. This will be interpreted as an absolute gift, with "the purpose" being merely the testator's "desire" as to how cash should be spent. I think the US law is similar.
