Yes, but it was government encouraged. Absent government intervention, banks have an incentive to not lend recklessly, seeing as they risk not getting their money back. But, if they know for certain that the government will bail them out anyways, they'll loan to people that they wouldn't otherwise loan to. Then, everyone gets in on the action because they think there is something there that really isn't.
