The Emperor was Elagabalus (203-222 AD). He was famous for his practical jokes. For example he invented the lottery and gave away prizes such as money or houses. However it's reported that he gave away dead dogs and when the crowd in the Forum gathered, he catapulted poisonous snakes as a joke.
