Yes the blind god was Hoder, and Baldurs brother. This was the first sign of Ragnorok and caused Loki an eternal banishment from Asgaard. The reason why the mistletoe was able to harm him is because Freya(the goddess of Nature) couldn't prevent it because the Mistletoe was to young.
