Almost anything involving war causes terror. The true definition of terrorism is using fear as the weapon as opposed to causing fear as a result of war.

Fear as result of war. The problem here is that you are extremely vague as to what fear as a weapon means. As fear cannot be used to stab or burn someone, but it can certainly be used to make a populous act in a certain way., both as a result of war and not.
US has used assassination, has used threats, has killed innocent people, has mutilated people. They do all these things yet it is not terrorism because it is wartime? Then by that logic, the native tribes that raided settlers were not terrorists because it too was war.

Natives didn't kill and murder settlers. They weren't those big bad indians you saw in the movies. There were in fact VERY few tribes that took militant opposition towards settlement. (Yet they gave them one hell of a time, which is certainly something to consider when you realize there was a council of many tribes that decided against war, though they had the numbers to wage one.)

Native people are by all means victims, even to this day. I recommend looking into it further as there is not enough correct information to be gained by a simple FJ shitstorm. It is a very multilayered problem, but there is not a single doubt that they are victims.
