The government made a profit of $3 Billion dollars by creating individual state quarters, which was a very smart idea. Another smart idea is retiring the penny, and maybe even the nickel. Pennies used to be made of copper until the early 1980's, until copper became too expensive. Now they are made of zinc. However, the cost of the zinc is now more than the value of the penny and it's losing the government money.
