I actually had a theory about this. all clothing has an unmentioned magic shield that only effects skin, it also only defends certain kinds of attacks so some armor is still necessarily. the reason few male characters wear scanty armor is because who wants to look at that?
Also there is actually an ancient Chinese battle style where women would dress in little clothing and wobble their breasts around to distract the enemy.
