I get what context this picture is supposed to be used it, but where did it come from? Who is this guy, and why do we use his picture for these kinds of things?

have you ever heard of the show "pimp my ride"? I f not basically if soemone were to say something like, "I like ice-cream" they would modify an ice cream machine into the car or something ridiculous, hence the phrase "yo dawg we heard you like X, so we put X, in your Y so you can X while you Y" or something along those lines.
