Because your penis doesn't inherently produce an excessive amount of germs on it's own, nor are you supposed to fondle your cock passionately while urinating. Unless you hump a heap of trash, or unless you piss on yourself, it really doesn't matter. Besides, it's pretty easy to take a piss without even touching your penis.

The point of washing your hands is more just to do it a few times a day, not so much to nullify the effect of touching one's penis.

Except it's not, people become disgusted when you don't wash SPECIFICALLY after you piss, even thought there really isn't any reason to... well, scientifically speaking. Psychologically speaking it could seem disgusting.

They're not mutually exclusive. The germ aspect is still valid however, it's just not about the actual penis as most people think it is.

Some people with crippling social anxiety disorder are extremely averse to making loud noises in public so they can't use electric hand dryers, and from what I've seen paper towel dispensers don't see much use nowadays. Also, some clothes don't dry easily so you may not want to get them wet.
