Sanji's clothing up there was in the episodes detailing his childhood, not too far into the serie. Put that along with his characteristic suit on the second picture, along with Nami's very characteristic looks, and you've got yourself both of 'em quite easy to recognize. That is if you follow the serie.

I believe it's Zorro and Nami from One Piece, and they each have a Growlithe and a Meowth as kids, which evolve into Arcanine and Persian when they grow up.

It's actually Sanji and Nami. Zoro has green, shorter hair.

Actually that is Sanji up there. Zorro has blue hair, but you can be certain when you look at Sanji in his chef-uniform as a kid in the first panel and his suit in the second.
