No the rule is stick to the limit, but if you are no more than 10% over then the police can do no more than give you a warning/tell you to get your speedometer checked etc. so most don't bother pulling you over on it at all. At least that's how it works in England. Not sure about other countries.

I live in Canada and the other day I read a story in the paper about a man who was charged for "reckless driving". The article elaborated and it turned out that the man was driving at exactly the speed limit and was pulled over for "driving too slow".

Yeah that can happen here too, but only really on motorways, and motorbikes aren't allowed on motorways or dual carriage ways with anything less than a 150cc engine. Although, I just reread your comment and "exactly the speed limit" wow what happened...

I'm not even completely sure. But on highways here, the general standard is to drive 10 km/h over the limit. I guess "driving recklessly slow" is completely the discretion of the police.

I believe in the U.S. we can get pulled over for driving 1 mph over the posted limit, but it isn't economically for the government to do it for anything less than 10 mpg over. The fines for it don't cover the cost of taking you to court and what not otherwise. Not 100% sure though.

You can actually get pulled over for going under the speed limit if an officer determines that you are going "too fast for the conditions"
