He didnt create webs naturally. Canonically spiderman made little wristwatch like devices that shot webs made of a tough synthetic fiber.

The newer comics is when he had natural web shooters.

I think they left it ambiguous at the onset of the comics and went back and explained it later. Although this is all second hand as i have never read the comics. All i know is that officially the webs are mechanized.

There are several universes of Spiderman like Amazing Spiderman, Ultimate Spiderman, Spiderman Noir, Spiderman 2099 etc.
In some versions of Spiderman based on each alternate universe, in some he gains the ability to shoot natural webbing from his wrists, in others he develops his own webbing that has spider-web like properties because he's a clever shit.
They sort of fucked it up in the new Spiderman movie though, because he buys the webbing that is developed by Oscorp, not of his own making. The reason I say it makes no sense isn't because it isn't canon with the comic... But the fact that they'd be able to find out who spiderman is really quick by just looking into the fact that the web is being bought by:
1) Massive companies that need it for heavy lifting etc.
2) A teenage boy
And there's also the fact that he wouldn't actually have the money for it, so it just makes no sense.
