It's because you ALMOST have to have a SSD to raise the hard disk rating (which, if it is sata is usually at 5.9).
If you go and get like a velociraptor 15000RPM drive, it goes above.
The windows index isn't the greatest scaled reference, but it works to a point.

this is because a normal hard drive (7200rpm) will commonly have a 5.9 if you want to increase it you will need a ssd.

Exactly, still retarded that you get a base score because of your HDD, when it doesn't really do that much for your overall prestanda as the other components xD

If you ask me they should go by the average score :P
