OP, is written on the top of you screenshot that Windows assign values between 1.0 and 7.9

The scores are bullshit. I have a velociraptor 500GB (latest generation, SATA III) and I still get a 5.9. My next lowest is CPU at 7.4, and that's an AMD Phenom II X4 @ 3.8Ghz from fucking 2010.
2010. That's practically ancient history. Yet the latest velociraptor (pretty damn fast for a mechanical HD) only scores at a 5.9? Please.
