My family has been beekeepers for a while and I can assure you that what they are doing is perfectly safe. You see, the bees are in a swarm, meaning that the old queen of a colony has left half the hive to raise a new queen, and taking the other half with her to find a new home, and start a new colony. During this process, the bees have only one instinct, and that is to protect the queen. I've actually held a swarm like this with my bare hands, and was only stung a few times, no more than five.
