Just because it's infinite and non-repeating does not mean it holds every possible combination of numbers, especially since every possible combination of numbers is in itself infinite. There is no possible way to verify this statement.

it's actually repeating itself after a number of decimals, but we haven't found out yet.
Just like fractions such as 1/3 and 1/7 have an infinite number of decimals, but they repeat.

Can someone help me wrap my tiny brain around this?
Pi is an infinite repeating number < 4.
So is it a constantly expanding decimal?
Or does it have an end if it is not constantly expanding?

It doesn't have to be constantly expanding.
Think about it this way, if you divide 10 by three, you get another infinite number. Although this number is reapeating, it has infinite threes, not constantly expanding, but the value will never be exactly the third of three in decimals, but it will be closer and closer.
