That´s actually possible. At least in Germany, my Uncle wanted to built a new Barn, but wasn´t allowed to. Of couse, you can built a Barn, everytime, but you have to ask for Permitement and it happens that you aren´t allowed to built it, where you want it, out of the most idiotic reasons...

Why would you need permission to build on your own land.

Because you need to have any standing structures inspected to make sure that it meets building and zoning codes. This changes from country to country, state to state(province to province?), and town to town but there are requirements even if it is on your own land. Most of these codes were originally put into place to preven people from building questionable structures that could damage neighbors but most codes and zoning laws now are to help local government get extra taxes from their townspeople or to be a hassle for projects(example: George Lucas wanted to build what would essentially be a movie studio on his large plot of land, but the local rich people didn't approve it because it could be an eyesore so instead he donated the land towards low-income housing as a nice rich-guy "fuck you" to other rich people who don't like poor people).

He didn´t own them he had a huge complex of builidings, some for horses, some for cows and other Stuff, but mainly for horses and he sheltered many horses for other People, thus wanted to built the barn to shelter more horses. But the other Animal-holding Barns were right in the middle of the complex, with riding-grounds and tournament-grounds around, the new Barn would have been right outside the complex, so he got told that the sounds would annoy the neighbours...

Just one Example, my Grandparents installed solar Panels on their Roof. Two years latter, a Tower that was part of a governmental Powerplant or something was built next to their house. Took away the Sun from my Grandparents house for 80% of the Day.

My Grandparents did so, but they didn´t get anything. As I said, german Laws are pretty fucking idiotic. We are a way to "correct" and "lawful" country, sadly....

Even though you've paid for the land, you own the land, you have the deed of the land, you still need to get planning permission to make sure the land is "Safe" to build on, but its little to do with safety and more to do with them getting that little extra money from you.

I really don´t have an idea. Germany has way, way to many laws/rules. For example, when we built a new house, 3 years ago, we had to renew our whole Plans for the house, cause the End of the Roof would have longed 5 cm to far over the Street. We weren´t allowed to built it that way...-.- It´s really, really annoying, here

Zoning laws, some things can't be built in certain areas. While it proves to be stupid most of the time, it prevents sex shops from being built next to pre-schools lol.

I'm not talking about inner city living, I'm talking about rural areas where people have large plots of land. If I lived in the country, fuck all what the local government says, I'm going to build what I want on my land.

There are still zoning laws, chances are you'll get away with it. Just hope none of your neighbors are snitches. Not all areas have strict zoning either.

Depending on the rural area, they might be living in an area that is protected by city ordinances in historically relevant areas that stop people from parking a junk yard on the Battle of Gettysburg (I'm exaggerating but you get the point). A lot of areas are also subject to homeowner's associations that keep the area aesthetically pleasing and conform to standards set by a local governing body. If you want to avoid it, you have to go to the meetings. Otherwise you end up like this stupid bastard that probably ended up having to take it down or be foreclosed.
