They represent unity.
As it's a stack of branches tied together.
Mussolini used the fasces with an axe forming out of it.
This one is, as you can see, lacking the axe.
So it just represents unity (perhaps this is the symbolism that represents "the Union")

But what you associate a symbol with is everything, and axe or no, it's still a form of fasces.
What would you associate the symbol on Buddha's chest with?

I was just comparing it to the one that Mussolini used.
Of course he was not the first man to use it, but the symbolism is not the same.
That was my whole point.
Also, the "swastika" is the same as the sign on Buddha's chest, but inverted.
