Those pillar-like things on Abe's armrests are called fasces, an ancient symbol of power. Also, Fascism is named after the fasces, you know, because Fascists like power. So, basically, Abraham Lincoln comfortably rests his arms on fascism.

As it's a stack of branches tied together.
Mussolini used the fasces with an axe forming out of it.
This one is, as you can see, lacking the axe.
So it just represents unity (perhaps this is the symbolism that represents "the Union")

But this is just my humble opinion on the matter..
