They don't add it. There's sugars already in it from leaves dying and such and falling into water sources. You'll also find some salt and lime in there. That said, silasdg is right. The amount is pretty small, so even if it was in there it would still look empty.

Look at it again. There's no sugar it's just bent and reflecting light. You can see through it to see the bottom edge of the sign.

You're right, you can see the paper behind it through the bag, even in the part that seems like it has sugar in it.
