a half a glass of vodka plus a half glass of pepsi only got me tipsy. I would say that was about a cup to a cup and a half of vodka. is that good or bad?

You're mixing all wrong is where I'd say you're bad. If you're mixing drinks then the ratio should ideally be 1 part liquor to 2 parts soft-drink/mixer. Often, that can be a bit strong at first so dilute it.
